Brian C. DiBella, CPA, CSPM

Managing Partner

Brian has over 22 years of experience counseling individuals and businesses. Brian’s background includes strategic business planning and consulting, family succession planning and mergers and acquisitions. He also prepares business and financial projections and bank financing plans for expanding and start-up companies. In addition he also has extensive experience in accounting, income taxes and financial statement preparation for both individuals and businesses small and large.

Mr. DiBella earned his Bachelor of Science degree in Accounting from Central Connecticut State University in 1989. He is a member of the American Institute of CPAs and the Connecticut Society of CPAs. In January, 2007 Mr. DiBella received Certification in Strategic Performance Management from the Center for Strategic Performance Management.

He is currently a member of the Hartford Rotary Club and is also it's Treasurer. He is also active on the Finance Committee of the YMCA of Northern Middlesex County. His hobbies include hiking and golf. 

Steven P. Gitberg, CPA

Steve is a Certified Public Accountant with over 35 years of experience working with individuals, small businesses and Not for Profit entities throughout Hartford County. Steve graduated with a Bachelor of Science degree in Accountancy from Bentley College, Waltham, MA. He started his career in small CPA firms before he joined Mugford & Co., LLC as a partner in 1997.

Steve is a member of the American Institute of Certified Public Accountants (AICPA) and the Connecticut Society of Certified Public Accountants (CTCPA). Steve resides in Windsor, CT with his wife, Jen.

Ann-Louise Babcock, Office Manager

Ann-Louise has been a crucial fixture to the firm for over 15 years as the Office Manager. Her duties include managing and training staff, as well as assisting clients with payroll and sales tax filings. She also runs the day-to-day office operations, implementing new systems and equipment procurements as well as making sure the office runs smoothly and efficiently.

Ann-Louise is a native of New Britain and enjoys spending time with her husband and family.

Melissa Harper, CPA

Melissa Harper is a Certified Public Accountant and Senior Manager at Mugford & DiBella, LLC, bringing over a decade of public accounting experience serving businesses and individuals across a wide range of industries. Her background includes leadership roles in local CPA firms as well as experience as a firm partner, giving her a strong blend of technical expertise and practical business insight.

Melissa specializes in complex tax compliance and planning for corporations, partnerships, nonprofit organizations, and individuals. She has extensive experience preparing and reviewing federal and multi-state tax returns, advising clients on tax strategies related to business growth and life events, and ensuring compliance with payroll, sales tax, property tax, and foreign reporting requirements including FBAR disclosures.

In addition to tax services, Melissa prepares reviewed and compiled financial statements under GAAP and income tax basis standards. She is known for her strong technical research skills, attention to detail, and commitment to delivering accurate, timely, and practical guidance to clients.

Melissa earned both her Bachelor of Business Administration in Accounting and Bachelor of Science degree from the University of Oklahoma. She is a member of the American Institute of CPAs as well as the Connecticut Society of CPAs.
